When towing bicycle, to keep the deposit and damage. What am I doing wrong?

I have a company where a bike toys passes to the other. We put the sportster in the face, because it is narrower, lighter and fits within the space allowed. The Softail is a foot wider and longer, so we go behind the athlete. We bought new, good drops, ratchet tie, but somehow the Softail always seems to move, causing damage (the bikes are close together). The last time the wheel off center and the wing was scratched again. You can not lock the front wheels and the trailer is a travel trailer and do not want to screw to hold the floor in the lounge. It gets frustrating (and expensive). Suggestions? This only happens with the bigger bike.
