How I can get my moped with my car?

I try to do without spending much money. I have a honda civic 98. The obvious (and expensive) responses are to get a trailer hitch installed (like $ 150 or more) and buy something real rack (probably $ 150 or more, do not know) or getting the receiver and a trailer hitch (probably $ 300 or $ 400). My idea is to have a roof mount bike rack, and strap down just like a normal bicycle. I say a rear mount bike rack is not difficult enough to maintain weight. Do you think it works? Has anyone done or have good ideas? Thanks!
