My bike does not shift into neutral when I'm not moving?

I just bought. This is a Triumph Sprint ST 2000. When the bike is not moving, I can not stagnant no matter how much I lift my toe. I have to go to 10 mph. Only update is not the case. What is possible? Do not even know where start.Any help is appreciated.
